Most homeless people receive either a pension or cash benefits, and some hold jobs. Very few homeless people are not entitled to any benefits, and have in this way dropped out of the public system all together: they have no contact with public authorities, no medical insurance card, etc. They are forced to survive entirely on what they can get from soup kitchens and similar places, where the food is free. Some will also seek their food in dust bins. We have contact with some homeless people who live in this way, and who sleep on the street all year.
