1. What does it mean to be homeless

Everyone does not agree entirely on what it means to be homeless. Some define the term to cover only people who sleep in the street, in basements or stairways and other places not suited for sleeping.
In projekt UDENFOR’s opinion this definition is too narrow. We think that anyone who does not have a home which they can formally call their own, i.e. that they own or have a tenancy agreement on, should be considered homeless. This means that if a person is staying in some kind of homeless service, like shelters or reception centres, is in prison or hospital, with no home of his or her own to return to, he or she should be considered homeless. By the same token, adults who stay for short or long periods with friends or family should also be considered homeless.
